 กฎระเบียบและนโยบายการดูแลเด็ก Rules and Childcare Policies 

1. หลักการและปรัชญา | Our Philosophy สถานรับเลี้ยงเด็ก Sunbeam Samui Play & Learn Kindergarten เชื่อว่าเด็กทุกคนมีคุณค่าและศักยภาพเฉพาะตัว และจะเติบโตได้ดีที่สุดเมื่ออยู่ในสภาพแวดล้อมที่ ปลอดภัย อบอุ่น ได้รับการคุ้มครอง และได้รับความเคารพทั้งกายและใจ ประสบการณ์การเรียนรู้ถูกออกแบบบนพื้นฐานของ ความสุข ความไว้วางใจ และความสัมพันธ์เชิงบวก โดยผสานแนวคิด Play-based Learning, EYFS (UK), Montessori, Reggio Emilia และสอดคล้องกับ หลักสูตรการศึกษาปฐมวัย พ.ศ. 2560 เพื่อพัฒนาเด็กอย่างสมดุลทั้ง หัวใจ ความคิด อารมณ์ ร่างกาย และทักษะชีวิต   

Sunbeam Samui Play & Learn Kindergarten (Childcare Center) believes every child has unique value and potential, and grows best in an environment that is safe, nurturing, protective, and respectful of both physical and emotional wellbeing. Learning experiences are built on happiness, trust, and positive relationships, integrating Play-based Learning, EYFS (UK), Montessori, and Reggio Emilia, aligned with the Thai Early Childhood Curriculum B.E. 2560, to support balanced development of the heart, mind, emotions, body, and essential life skills. 2. นโยบายการรับนักเรียน | Admission Policy สถานรับเลี้ยงเด็กรับเด็กอายุ 1–6 ปี โดยพิจารณา:   • ความเหมาะสมตามวัยและพัฒนาการ   • ความพร้อมของทรัพยากร สภาพแวดล้อม และอัตรากำลังบุคลากร • ความสอดคล้องระหว่างความต้องการของเด็ก/ครอบครัวกับแนวทางการดูแลของสถานรับเลี้ยงเด็ก อาจมี ระยะทดลอง (Trial Period) เพื่อประเมินการปรับตัวและความปลอดภัยร่วมกัน สถานรับเลี้ยงเด็กขอสงวนสิทธิ์ ไม่รับเข้า / ยุติการรับเข้าในระยะทดลอง หากไม่สามารถดูแลได้อย่างปลอดภัย เหมาะสม หรือยั่งยืน โดยยึด ประโยชน์สูงสุดของเด็ก เป็นหลัก 

The childcare center accepts children aged 1–6 based on developmental readiness, resources/staffing capacity, and alignment with the center’s care approach. A trial period may be used to confirm safe adjustment and suitability. The center reserves the right to decline or discontinue enrollment during the trial period if safe, appropriate, or sustainable care cannot be ensured, with the child’s best interest as the priority. 3. เวลาเปิด–ปิด และการมาเรียน | Operating Hours & Attendance 

•เปิดบริการ: จันทร์–ศุกร์ • เวลาปกติ: 08.00–15.30 น. • รับเด็กก่อนเวลา: 07.00–08.00 น. 

•After School Program: 15.30–17.00 น. ขอความร่วมมือรับ–ส่งตรงเวลา หากต้องรับ–ส่งนอกเวลา กรุณาแจ้งล่วงหน้า หากเด็กขาดเรียน กรุณาแจ้งเหตุผลโดยสั้นเพื่อให้สถานรับเลี้ยงเด็กวางแผนดูแลและติดตามสุขภาพได้ • Open: Mon–Fri • Regular: 08.00–15.30 • Early drop-off: 07.00–08.00 • After School: 15.30–17.00 Please ensure punctual drop-off/pick-up. Inform the center in advance for any alternative arrangements. Kindly notify the center of absences (brief reason) to support health monitoring and care planning. Rationale กิจวัตรที่สม่ำเสมอช่วยให้เด็กมั่นคงทางอารมณ์และลดความเสี่ยง / Consistent routines support emotional security and reduce risk.

 4. ความปลอดภัยในการรับ–ส่งเด็ก | Pick-up & Drop-off Safety •รับ–ส่งโดยผู้ปกครองหรือผู้ได้รับอนุญาตล่วงหน้าเท่านั้น • การเปลี่ยนผู้มารับ ต้องแจ้งล่วงหน้า พร้อมข้อมูลยืนยันตัวตน • สถานรับเลี้ยงเด็กขอสงวนสิทธิ์ ไม่ส่งมอบเด็ก หากยืนยันตัวตนไม่ได้ชัดเจน หรือมีเหตุอันควรสงสัยด้านความปลอดภัย

 • Only parents/authorized persons may drop off and pick up. • Any change must be communicated in advance with proper identification. • The center reserves the right not to release a child if identity cannot be verified or safety concerns arise. Rationale คุ้มครองเด็กสูงสุดตามมาตรฐานสถานรับเลี้ยงเด็ก / Maximum child protection under childcare standards. 

5. การแต่งกายและของใช้ส่วนตัว | Dress Code & Personal Belongings •สวมชุดยูนิฟอร์มหรือชุดกิจกรรมที่เคลื่อนไหวสะดวก • รองเท้าหุ้มส้น/กันลื่นเพื่อความปลอดภัย • ติดชื่อบนของใช้ทุกชิ้น (ขวดน้ำ เสื้อคลุม กระเป๋า ผ้าเช็ดหน้า ฯลฯ) • งดนำของมีค่า/ของเล่นชิ้นเล็กจากบ้าน (ยกเว้นที่สถานรับเลี้ยงเด็กอนุญาตในบางกิจกรรม) • Comfortable uniform/activity clothing • Secure, non-slip shoes • Label all items (bottle, jacket, bag, etc.) • Avoid valuables/small toys unless approved for specific activities Rationale ลดการสูญหายและลดความเสี่ยงด้านความปลอดภัย / Reduces loss and safety risks. 

6. สุขภาพ สุขอนามัย และการเจ็บป่วย | Health, Hygiene & Illness เพื่อความปลอดภัยของเด็กทุกคน เด็กควรงดมาเมื่อมีอาการ: ไข้ อาเจียน ท้องเสีย ผื่นสงสัยโรคติดต่อ หรืออาการที่แพทย์แนะนำให้พัก หากเด็กป่วยระหว่างวัน สถานรับเลี้ยงเด็กจะดูแลเบื้องต้น แจ้งผู้ปกครอง และขอรับกลับโดยเร็ว For everyone’s wellbeing, children should stay home with fever, vomiting, diarrhea, suspected contagious rash, or when medical advice recommends rest. If a child becomes unwell, the center will provide basic care, contact parents, and request prompt pick-up. Rationale ลดการแพร่กระจายโรคและปกป้องเด็กกลุ่มเล็ก / Prevents spread of illness and protects young children. 

7. นโยบายการไม่ให้ยาเด็ก | No Medication Policy เพื่อความปลอดภัยสูงสุดของเด็กทุกคน สถานรับเลี้ยงเด็กไม่มีนโยบายให้ยาเด็กทุกกรณี รวมถึงยาทั่วไป ยาแก้ไข้ ยาแก้แพ้ วิตามิน อาหารเสริม สมุนไพร หรือยาที่ไม่มีใบสั่งแพทย์ หากเด็กมีอาการเจ็บป่วย ต้องได้รับยา หรือมีอาการที่จำเป็นต้องดูแลทางการแพทย์ สถานรับเลี้ยงเด็กจะ ดูแลเบื้องต้นตามความเหมาะสม และติดต่อผู้ปกครองให้มารับเด็กกลับทันที เพื่อให้เด็กได้รับการดูแลจากครอบครัวหรือบุคลากรทางการแพทย์อย่างเหมาะสม ในกรณีที่เด็กมีภาวะสุขภาพเฉพาะ หรือความต้องการพิเศษด้านการแพทย์ สถานรับเลี้ยงเด็กจะ พิจารณาเป็นรายกรณี โดยต้องมีการหารือและจัดทำ แผนการดูแลเฉพาะราย (Individual Care Plan) ที่ตกลงร่วมกันเป็นลายลักษณ์อักษรล่วงหน้า ทั้งนี้ สถานรับเลี้ยงเด็กขอสงวนสิทธิ์ในการพิจารณาความเหมาะสมโดยยึด ความปลอดภัยและสวัสดิภาพของเด็กเป็นสำคัญสูงสุด To ensure the highest level of safety for all children, the childcare center operates a strict no-medication policy. This means that no medication of any kind will be administered, including but not limited to: • Over-the-counter medication • Fever or allergy medication • Vitamins, supplements, or herbal remedies • Medication without direct parental supervision If a child becomes unwell, requires medication, or shows symptoms that need medical attention, the childcare centre will provide appropriate initial care and promptly contact parents to arrange immediate pick-up, so the child can receive proper care from their family or medical professionals. For children with specific medical conditions or additional health needs, care arrangements may be considered on a case-by-case basic,only with a written Individual Care Plan agreed in advance between the parents and the childcare centre. The center reserves the right to determine suitability based on the child’s safety and wellbeing as the highest priority. 

8. อาหาร ภูมิแพ้ และการดูแลเป็นพิเศษ | Meals, Allergies & Special Care สถานรับเลี้ยงเด็กจัดอาหารเหมาะสมตามวัย คำนึงถึงโภชนาการและความสะอาด ผู้ปกครองต้องแจ้ง ภูมิแพ้อาหาร/ข้อจำกัดสุขภาพ ล่วงหน้า พร้อมเอกสารแพทย์ (หากมี) เพื่อจัดแผนดูแลและลดความเสี่ยง Age-appropriate meals are provided with attention to nutrition and hygiene. Parents must inform the center of allergies/health restrictions in advance (medical documentation if available) so a safe care plan can be arranged. Rationale ป้องกันการแพ้รุนแรงและดูแลอย่างเฉพาะบุคคล / Prevents severe reactions and ensures individualized care.    

9. วินัยเชิงบวกและการดูแลพฤติกรรม | Positive Discipline สถานรับเลี้ยงเด็กใช้ วินัยเชิงบวก ไม่มีการลงโทษทางร่างกายหรือวาจา แนวทางหลักคือ: เข้าใจพัฒนาการเด็ก ตั้งขอบเขตอย่างอ่อนโยน สอนทักษะอารมณ์และสังคม และทำงานร่วมกับครอบครัวเมื่อมีพฤติกรรมที่ต้องการการสนับสนุนเพิ่มเติม The center uses Positive Discipline with no physical or verbal punishment. We guide children using developmentally appropriate boundaries, social-emotional coaching, and collaboration with families when additional support is needed. Rationale คุ้มครองศักดิ์ศรีเด็ก และสร้างพฤติกรรมที่ดีอย่างยั่งยืน / Protects dignity and builds lasting skills. 

10. การคุ้มครองเด็ก | Child Protection & Safeguarding สถานรับเลี้ยงเด็กยึดความปลอดภัยและสวัสดิภาพเด็กเป็นอันดับแรก บุคลากรทุกคนมีหน้าที่: • ป้องกันความเสี่ยงในสภาพแวดล้อม • สังเกตสัญญาณที่อาจกระทบสวัสดิภาพเด็ก • รายงานตามขั้นตอนภายในอย่างเหมาะสม • รักษาความลับและเคารพศักดิ์ศรีเด็กและครอบครัว Safeguarding is the highest priority. All staff are responsible for risk prevention, observing concerns, reporting through internal procedures, and maintaining confidentiality while respecting children’s dignity and families. Rationale สอดคล้องมาตรฐานสถานรับเลี้ยงเด็กและแนวปฏิบัติสากล / Aligns with childcare standards and international best practice. 

11. การสื่อสารกับผู้ปกครอง | Parent–Center Communication สถานรับเลี้ยงเด็กรับฟังความคิดเห็นด้วยความเคารพ ขอความร่วมมือสื่อสารโดยตรง สุภาพ และสร้างสรรค์ กรณีมีข้อกังวล แนะนำลำดับการสื่อสาร: ครูประจำกลุ่ม → ผู้ประสานงาน/ฝ่ายบริหาร เพื่อแก้ไขอย่างรวดเร็วและเป็นประโยชน์ต่อเด็ก We welcome feedback and encourage direct, respectful, constructive communication. For concerns, please follow: class teacher → coordinator/management to support timely, child-centered solutions. Rationale ลดความเข้าใจคลาดเคลื่อน และรักษาความสัมพันธ์เชิงบวก / Prevents misunderstandings and supports partnership. 

12. ค่าใช้บริการ การชำระเงิน และการคืนเงิน | Fees, Payment & Refund ค่าใช้บริการเป็นการสำรองที่นั่งและการจัดบุคลากรต่อเนื่อง จึง ไม่คืนเงินกรณีหยุดก่อนกำหนด การชำระล่าช้าอาจส่งผลให้ระงับการเข้าใช้บริการชั่วคราว ทั้งนี้สถานรับเลี้ยงเด็กจะสื่อสารล่วงหน้าอย่างสุภาพเพื่อหาทางออกที่เหมาะสม Fees secure enrollment and ongoing staffing; therefore, fees are non-refundable for early withdrawal. Late payment may result in temporary suspension. The center will communicate in advance and work respectfully toward appropriate solutions. 13. ภาพถ่าย สื่อ และข้อมูลส่วนบุคคล | Media, Privacy & Data Protection (PDPA) อาจใช้ภาพ วิดีโอ และผลงานเด็กเพื่อ การศึกษา การสื่อสาร และการประชาสัมพันธ์ ภายใต้ความยินยอม และสอดคล้องกฎหมายคุ้มครองข้อมูลส่วนบุคคล (PDPA) ขอความร่วมมือผู้ปกครอง ไม่เผยแพร่ภาพที่มีเด็กคนอื่น ในสื่อสาธารณะโดยไม่ได้รับความยินยอม และร่วมสื่อสารอย่างสร้างสรรค์เพื่อรักษาบรรยากาศที่ดีของชุมชนเด็ก Photos, videos, and children’s work may be used for education, communication, and promotion with parental consent and in compliance with PDPA. Parents are kindly asked not to post images of other children on public media without consent, and to maintain respectful, constructive communication to support a positive community. Rationale คุ้มครองสิทธิเด็ก ความเป็นส่วนตัว และความไว้วางใจของครอบครัว / Protects privacy, rights, and family trust. 

14. เหตุฉุกเฉิน อุบัติเหตุ และภัยธรรมชาติ | Emergency & Force Majeure สถานรับเลี้ยงเด็กให้ความปลอดภัยของเด็กเป็นอันดับแรก มีการสื่อสารกับผู้ปกครองอย่างชัดเจนตามสถานการณ์ กรณีเหตุสุดวิสัย (เช่น ภัยธรรมชาติ เหตุฉุกเฉินสาธารณะ) สถานรับเลี้ยงเด็กอาจจำเป็นต้องปรับรูปแบบ/เวลาการให้บริการ และขอสงวนสิทธิ์ไม่รับผิดชอบต่อเหตุที่อยู่นอกเหนือการควบคุม Children’s safety is prioritized, with clear communication to parents. In force majeure events, service hours/arrangements may be adjusted. The center is not liable for circumstances beyond its control. Rationale ลดความเสี่ยงและทำให้การจัดการเป็นระบบ / Enables safe, orderly emergency response. 

15. เด็กที่มีความต้องการพิเศษ | Additional Support Needs สถานรับเลี้ยงเด็กทำงานร่วมกับครอบครัวเพื่อสนับสนุนเด็กแต่ละคนตามความเหมาะสม หากจำเป็นต้องมีแผนดูแลเฉพาะ (เช่น พฤติกรรม สุขภาพ การแพ้) จะจัดทำ แผนดูแลรายบุคคล ร่วมกันเพื่อความปลอดภัยและการเรียนรู้ที่ดีที่สุด We collaborate with families to support each child appropriately. Where needed, an individual care/support plan will be agreed for safety and best learning outcomes. Rationale ดูแลเด็กแบบเฉพาะบุคคลอย่างมีมาตรฐาน / Ensures structured individualized support. 

16. ขอบเขตความรับผิดชอบ | Limitation of Responsibility สถานรับเลี้ยงเด็กดูแลเด็กตามมาตรฐานวิชาชีพและความเหมาะสมตามวัย อย่างไรก็ตาม อุบัติเหตุเล็กน้อยอาจเกิดขึ้นได้จากการเล่นและการเรียนรู้ตามธรรมชาติของเด็ก ซึ่งไม่ถือเป็นความประมาท หากสถานรับเลี้ยงเด็กได้ดำเนินการดูแลตามมาตรฐานแล้ว Care is provided to professional and age-appropriate standards. Minor accidents may occur during normal play/learning and are not considered negligence where reasonable care and standards have been met. Rationale สร้างความเข้าใจที่เป็นธรรมต่อธรรมชาติของเด็กและการดูแลตามมาตรฐาน / Fair understanding of normal childhood play within standards. 

17. การปรับปรุงนโยบาย | Policy Updates สถานรับเลี้ยงเด็กขอสงวนสิทธิ์ในการปรับปรุงนโยบายตามความเหมาะสม และจะแจ้งให้ผู้ปกครองทราบล่วงหน้า / Policies may be updated as needed with advance notice to parents. Rationale เพื่อให้สอดคล้องกับมาตรฐาน ความปลอดภัย และบริบทการดำเนินงานที่เปลี่ยนแปลง / Maintains safety and compliance as needs evolve. 

18. การรับทราบและยอมรับ | Acknowledgement ข้าพเจ้าได้อ่าน เข้าใจ และยินยอมปฏิบัติตามกฎระเบียบและนโยบายของสถานรับเลี้ยงเด็ก Sunbeam Samui Play & Learn Kindergarten  I have read, understood, and agree to comply with the regulations and policies of Sunbeam Samui Play & Learn Kindergarten (Childcare Center).
